Imam Hanbal was imprisoned and tortured for refusing to say the Quran is created. Saying the Quran is created is considered to constitute apostasy.

So why didn't Imam Hanbal make takfir on the ruler and lead a revolution against him?

Sheikh Fawzan is an old man. He has written and lectured about things like aqeedah and fiqh.

If I wanted to learn about revolution, I could go study Che Guevara and Mao Tsetung.

I expect Sheikh Fawzan to be informative about things like aqeedah and fiqh. I don't expect him to be some hardcore revolutionary.

If I want to learn math, I expect the math teacher to know math. I don't care if the math teacher is a hardcore revolutionary.

I don't think any Muslim government has one hundred percent sharia- by your logic, you should be condemning every Muslim country in the world and every Muslim scholar in the world who hasn't made takfir of their government and isn't engaged in revolution against their government. But you single out Sheikh Fawzan because what he's taught isn't in line with your liberal views.

I don't expect elderly people to be hardcore revolutionaries and I don't expect Sheikh Fawzan to want to turn his country into Syria.
