I think Puntland needs to start a bounty hunter system (I think someone on here once mentioned it, I forgot who to credit). They need to place very large bounties on the heads of AlShaydan and ISIS leaders. I can imagine their little dirty footsoldiers would betray them for cash, as the main reason they join these groups is hunguri and a lack of scruples.
