Private investment doesn't mean anything, government can't build due to the fact Sh. Sharif nor HSM couldn't balance the national budget. The national coffers were robbed on broad daily light by both of them. He was good for nothing. Why was the SNA disorganized and the government so weak and abused by a certain region which I share a lineage with?
