It’s up to laascaanood to make their decision. If they can pacify the areas they control and keep the SL government out for the long term then sure he might have to get involved in at least acknowledging the administration there, maybe they can get a Banadir type role (but not statehood).

HSM’s foreign policy is focused on making no enemies and opening up Somalia to business. This is the quickest way to economic growth and only then can Somalia have a strong state. Long term we can then flex our muscles on sovereignty issues
