As for the video it didn't accuse the Somali government of such crimes.

Shabelles flooding requires a huge engineering project worth hundreds of millions of dollars. It happens every year and simply exposes the lack of funds.

This is I think where we differ from most Somalis. For Ethiopians, Somalis and Somalia are not enemies. The Adal war for us was never with Somalia or Somalis but a religion based civil war. We had one major war with Somalia in 1977 but that is almost forgotten. Who had no wars with his neighbors? We had also a war with Eritrea but that doesn’t make Eritrea our eternal enemy. Wars with neighbors is normal but this forever enemity mentality is not in Ethiopian mind. So we think we can all cooperate, do business and pull our peoples out of poverty. Enemity will benefit no one.
