I have been saying this for a long time. Ethiopia is using water to put pressure on Somalia. Shabelle is the most important natural resource Somalia has, without shabelle Somalia cannot feed 4 million of its people. Ethiopia is building dams and resettling people into Iimey, Godey and Kelafo increasing water use.
Juba is a different issue because it has 3x the discharge of shabelle meaning that it is very hard for it to completely dry up. Also Ethiopia has little use for Juba because it goes through mountainous terrain before entering Somalia at Doolow.

I don't think you should be worried about nomads the ones in danger are farmers if this continues you can kiss much of the hawiye farming areas good by places like middle shabeela will suffer the most
