You're confusing it with the Kharijis, mate. 'Land of Tawheed' is just a title for place where the strongest and purest form of Tawheed is practiced, strictly following the aqeedah of the Salaf. It doesn't mean that all other Muslims and lands are declared as kufr. This is actually what the Kharijis teach—they declare the 'Land of Tawheed' and its rulers as kufr and kafirs.
