I don't understand why you would want a foreign state, DP World is an SOE, to control your main asset. Dubai may just want to cripple Berbera and make sure that all the Ethiopian trade goes through Djibouti.

Besides, a developing country needs to have experience in managing a large public utility like a port or an electric grid for it to become more competent as a state. If you privatize all the difficult to manage public utilities, you are basically guaranteeing a weak state.
