This figure is just for the central government and does not include the local government + independent agencies + the SDF contribution. Which the 2017 budget of $362 million was.

If you look at the breakdown of the 2017 budget you will see.
1- Central government budget $259million
2- Independent agencies budget $50million
3- Local government budget $35million
4- SDF contribution $16million
Central government budget $259×1.09 increase=$281

Show me the budget closure and what you REALLY GOT as that needs to be backed up with receipts as you can't close a budget with fake figures cause you can follow the receipts and see if it was possible to get those funds from where you claimed you got it.

Somaliland is called the land of opening BUDGETS but there is never closing the BUDGET as they know the xisaab guesses are all fake and can't be proven in a budget closure as the economists will follow the trail of items where u collected those funds right back to the source you claim and work out the activity every day.

Plus you can follow the expenditure and find out where it went and see if it actually went there through transactions on zaad or or the hawalas. Somaliland has a very small economic activity happening, it's just livestock, you don't see goods coming through there, bosaso does both goods and livestock for the nation up untill hiiran and all the way to hargeisa.

Berbera has bigger port then Bosaso but that's where it ends only, It has nowhere near the customer base of Bosaso, DAMN nowhere near!!! as you can see the activity happening in both ports with your own eyes. Look at berbera port no dhows at all it's always just one ship for livestock nothing else. Where-as Bosaso has both heaps of dhows from many business-men plus livestock big ship. It's far more diversified in Bosaso and it's due to serving a larger customer base.
