Somali census

How come Somaliland and Puntland have not done a census? They are both peaceful for a census to be done. Even the major towns in the south can do one. It's relatively peaceful. Does Djibouti do the census?

I am not talking about UN census.

Somali numbers are all inflated and censuses are not carried out because we like that fat welfare check from UN. I remember in 2011 drought they told the UN 250k people died of famine....like wtf kinda number is that
