The Somali Minister for Planning and International Coorporation Jamal Mohamed Hassan (the former Somali Ambassador to Kenya). He is undoubtedly one of the most active ministers in Somalia.
He single handedly stopped the botched attempt to have the Kenyan Government from recognising Somaliland by stopping all khat shipments to Somalia, costing g the Kenya’s millions of dollars. (Thanks also foreigner minister of Kenya Amina jibril that supported him in Kenya, the lady in black suit)

Why ? Because Somalia is progressing and you don't like this. BTW, the minister of finance and minister of planning are good anti corruption ministers.
