I believe its due to the poverty of the region, Kenya treats NFD as a buffer region and thus ignores it economically. As the Somali-Kenyan population increases it's inevitable that anger seethes out in the form of terrorism.

Remember the Somali population is the 6th largest in Kenya and the fastest growing (3rd largest by 2030-2040) and thus they are angry at negligence. KDF is also corrupt and weak , they aren't trained in countering guerilla war thus are suffering.
