It's worthless construction material not bein exported to othe countries but being used for construction in the country.
You don’t know that, someone inferred that in another post and you ran with it.
You shouldn’t let your bias delude you that much man, don’t jump at the first possibility of this being something ok.
I don't think that it's feasible for there to be truckloads of valuable minerals going out without a care in the world and not a single person doing anything about it.
The sheer amount suggests otherwise.

Why would the locals know? Seems like people here are quite tribalistic.
He doesn't believe the locals deserve to be filled in with what goes on in their lands let alone hire them or pay them in any way. Why the hell are arabs getting jobs in somalia when more than half of somalis are unemployed? Especially when it's such a simple labour task.
Obviously he doesn't care about those sort of things. He claims they're basic minerals and other sediments to build infrastructure with, but he doesn't realize that even if that were true arabs are being payed to mine in Somalia and build houses in Somalia. Things that Somalis can do themselves. There is no excuse for this.
It isn't Somalia but if they're paying for the materials it isn't a legal or moral issue, although I could see why the locals would be upset by it. At such quantities though it's questionable that these minerals are actually precious...
It's unnecessary for them to have knowledge of what's happening, most importantly the country is benefitting. It is preferable but not a must that Somalis are employed. And you're delusional if you think that could be anything but gypsum.

What else would it be? It's being extracted in large quantities and closely resembles it. The reality is, as much as you'd like to pretend to know you have no idea at all of what's going on. Corruption is much less of an issue up north.
And finally, they actually can't as they don't have the equipment or training.
