It's absolutely silly Somalis go to Djibouti, usually Hawiye and Isaaq. The guy gives them plans on irirism but these fools don't know the hidden hand behind it, firstly he doesn't want Somalia to rise up due to Djibouti being overshadowed or left behind. Secondly he fears that a good system in Somalia could cause a rebellion in his homeland.

So now you see the hidden hand, he doesn't tell his irir subjects that of course and just calculates what moves to make to ensure Somalia remains how it is but his irir subjects hawiye and isaaq are told do a, b,,c options to respond to Darods, so they think their helping themselves but it's only heading where IOG wants Somalia to remain unresolvable, unstable, not United, and therefore not a threat to Djibiuti interests.
