Issaq isolating themselves for the past 25 years has been a god-send for the blessed Darod tribe.
Imagine if the cuddad-ridden Issaqs remained in the union and formed an unholy alliance with the hutu. That would have been disastrous.
Now we've started the federalization process without them, and Darods are using our leverage over the demoralized hutu to get the best outcome for ourselves while the Issaq's remain embittered and isolated in their desert.
