Why is the border between somalia and Ethiopia dotted on google maps, while all other countries have solid line borders.?

Because the Somali-Ethiopia border is disputed and hasn't been properly demarcated.

Somalia-Ethiopia are far from being the only countries in Africa to not have well defined borders.
