It will solve the properties issue because the people in SL & PL don't claim or steal properties of their other tribes for example in hargeisa the isaaq returned Darood people's properties, my family's home when some thugs tried to take it our issaq neighbors kicked them. same in PL.

I agree Somalia should build a new capital, but not Kismayo, its too close to Kenya. It has to be somewhere with a nice beach and nice weather, and isn't too close to bordering countries.
