IOG goal is only all Somalis remain in conflict, even his irirism(north n south) which he uses sl and hamar with, he knows it leads to conflict which is his ultimate goal so Djibouti status isn't effected or even his own survival.interest(fears a rebellion if Somalia is doing well).

Ima kinda glad I got exposure to moryan culture in 99, you really can evaluate anything from two sides good and bad or grey area and wear many hats.

Because SL would be a massive threat to their hegemony. They’d loose billions of dollars worth of trade and investment if that were to happen, the same could be said for Somalia to if they were a peaceful stable country. Hence why his destabilisation effort for the past 30 years.
