My theory is that their cuqdad is due to them all living together in 1 small region and not interacting with other Somalis. Hence, they live in a psychotic echo chamber where only 1 ridiculous point of view is repeated and believed, making them seem like complete lunatics who’ve been locked in a small room for 35 years.

The gentleman is talking about a nation's obligation to its citizens, and lack thereof or failure of discharging said obligations in the current state, but he is poorly explaining it. Many Somalis have developed a convenient amnesia when it comes to the legacy of the military regime where they discount the destruction it left behind, which is what is seen today, and it'll take nearly a century, if not more, to repair the damages institutionally, societally, economically or otherwise.
