Puntland troops did the same thing in Bosaso recently.
I like seeing Somali troops engaged in community service.

Whats the point of having such a large army you pay that does nothing but chew khaat and set up isbaaros?

In neighbouring Eritirea, the army is used to build roads, build dams, reforestation, and all types of communal work.

Look at what Eritrea built on their OWN with no foreign help whatsoever:

Engineers, equipment, labour all are Eritrean. Yet in Somaliland not a single paved road in the so called "capital". If Eritreans lived in Somaliland, it would be one of the richest countries in Africa whilst if Somalilanders lived in Eritrea, it would be part of Ethiopia.
