I'm talking about Ceerigaabo District where I'm from too, half of Ceerigaabo district the East side is PL now. There's a clear bias

Sanaag is very confusing because I haven't heard much from them regarding their stance. Ofc the HY in Ceerigabo are leaning towards SL but the rest, do they want SL, SSC or PL? Me personally, I've always respected Qolada Sanaag over Sool because they are firm in their hartinimo, Ali Kheyr in 2007 choosing the secessionist enclave over his own Harti people showed that they *can* be opportunists, even then PL supported them in 2023 to defeat SL.

I can speak for my own as shacab there's wide support for Maakhir but this thread is about aid agencies and outdated classifications
