@Nilotic any details why this is happening?

The civil war in the South claimed thousands (perhaps tens of thousands) of innocent Nuer lives in Juba within a span of weeks ; the Dinka regime lied and claimed that the Nuer had orchestrated a Western backed coup (without a shred of evidence) and used this lie to launch an unjustified series of massacre against innocent Nuer civilians in the capital in December of 2013.

Many Dinka are still resentful toward the Nuer based on the fact that tens of thousands of Nuer militias (50k+) fought on the side of the "Arabs" during the North-South war in the 80s and 90s.

An unsteady peace has been in place since 2015-2018. Salva Kiir and his regime have not showed a willingness to implement the 2018 Peace Agreement.

Now, as for these events.... it's very complex; the war in Sudan has significantly disrupted the flow of oil -- making it difficult for Juba to maintain a patronage system that keeps the various militias satisfied.

One of the militia groups (aligned to Riek) recently captured a town (Nasir) in the Eastern part of South Sudan and Salva Kiir's regime has accused Riek of orchestrating that assault, so Riek has been essentially placed under house arrest.

If Riek dies, we'll definitely have war; the Nuer believe that Riek has been prophesied by NgunDeng (Prophet of the Dinka God Deng) to lead South Sudan.

The whole thing is shameful; Salva Kiir is so despised that he can't even trust Dinka soldiers to defend him, so he's again opted to seek assistance from the Ugandans.

Juba is part of a military alliance that includes Uganda, Kenya and Rwanda

I could go into further detail, but there's a lot to unpack
