This is a symptom of allowing the warrior class to roam around pretending to be law enforcement. Theirs a reason that military and police aren’t the same. Their jobs are very different. There's law and order in Hargeysa with active community that won't tolerate Alcohol being brought to the city and those smugglers can't carry weapon like they do in eastern sool and Sanaag to fight security officers as there's heavy presence of police and army in Hargeysa areaIt is more of a case of the local police force being effective, and incidents arising form it being reported, and documented. I do not think LA has more alcohol related incidents than Xamar, Hargeysa or Bosaso.
