Why do some think FGM has no basis in the deen and is entirely cultural?
The truth is FGM is Islamic as well as cultural
FGM is a requirement under the Shafi’i madhab
This is why FGM is also practiced amongst Kurds and Indonesians, who are also Shafi’i

The Hanafi and Hanbali madhabs view FGM as makruma, but not obligatory.
HOWEVER
The type of FGM that is referred to Islamically involves a small snip, a slight reduction of the clitoral hood. I wouldn’t even call it mutulation. Not the complete removal of the clitoris and the labia minora, and certainly not the barbaric form of FGM that involves sewing a womans vagina...
That is an AFRICAN practice and is also practiced by African kuffar, including the Masaai etc. It probably originated in East Africa and has nothing to do with Islam. Somalis have copied this form of FGM from them.
