If you say that salat is not obligatory then that's kufr. If you don't pray but still believe that it is obligatory then it's a sin but you're still a muslim.
Imaam Ahmad said that the one who does not pray because of laziness is a kaafir. This is the more correct view and is that indicated by the evidence of the Book of Allaah and the Sunnah of His Messenger, and by the words of the Salaf and the proper understanding. (Al-Sharh al-Mumti’ ‘ala Zaad al-Mustanqi’, 2/26).
As for leaving out prayer out of laziness (kasl), even if continuously, it does not entail disbelief according to the vast majority of Imams as long as one firmly believes in the obligation of the prayer and does not treat it with disdain and contempt. Such a person will need to make up for all the prayers missed. Yes, there is an opinion within the Hanbalis that such a person becomes an unbeliever and is dealt with as a renegade (murtad) from Islam. The hanbali opinion is the minority one.

This Hadith is well-known amongst scholars. The majority say that missing prayer out of negligence is not kufr, only the intentional abandonment of prayer is kufr.Lol @ Hanbali.
Umar ibn al-Khattab (RAA) reported that a man asked the Prophet (SAW): "Messenger of Allah, what action is dearest to Allah Most High?" The Prophet (SAW) replied: "Prayer at its proper time. The one who does not pray has no religion. Prayer is the main pillar of the religion (of Islam)." (Baihaqi)
