I am pretty sure those are for peace keeping reasons and they can't over stay unlike a base which is along term, a base where they can launch attacks and collect intelligence is different than forces fighting with real threat.

If Somaliland does this they will become the next Syria within a decade, look at the actions Turkey, KSA, UAE and the US took in Syria. Getting rid of Russian military bases in the port cities of Latakia and Tartous was a key goal in that war. The moment SL signs this deal the CIA will be arming and training the "Somaliland Democratic Liberation Front" to conduct regime change. SL shouldn't involve itself in this Western vs Russian Cold war Syria and Ukraine made that mistake.

Unfortunately they already did, They already have a warlord in Somaliland who is fighting hard to over throw the current administration,

The UAE is an American and British vassal state (Buys American and British weapons, follows western foreign policy such as regime change in Libya) so they dont mind if they increase their influence in SL through military bases, as its an extension of their own power. Russia on the other hand is an adversary and Western states undermine Russian allied states like Syria and Ukraine to weaken Russia. So if SL gives Russia a military base on its territory it will be treated as an enemy state and that doesn't turn out well......

Wont happen , people are confusing a middle power such as a UAE and a "high" or international power like Russia and china.The latter only invest in countries that have a legal basis and 2 can enforce these contracts without problem.Just look at china in the Balkans , Sri Lanka etc.
