The definition of a functioning state is absent.

when that’s the case the safety and security of the nation is elusive. You have a classic failed state.

No one wants to reconcile and there's no way for one group to dominate the rest to the extent of rebuilding a functioning unitary state. A lot of people believe that foreign armies and governments can bring you sovereignty but they cannot or that the legal powers of the sovereign state can bring you domination but they cannot.

Time to cut the pie and call it a day. To all the people that still think preaching Somalinimo while having a knife behind their back is going to be effective, I say:

One could argue that it's actually worse today, it wasn't normal to kill children or women in the 90s but it's basically normal now.
