Isaaq had big chance to host the Somali capital and Government

Shirkii Carta was Cigaal initiative he should have hosted instead of Djibouti. He wanted to create a Govt for koonfur in Djibouti first so they can open Talks with SL but he was better than the current ones who like to destabilize the south thinking it will give chance to their ictiraaf insteead of working from inside


Cigaal had invited Cabdullahi Yuusuf and Abdiqasim to Hargeysa they discussed about holding a reconciliation conference for Somalia then he gone to Djibouti and talked about it with IOG who had no experience back then. IOG hijacked the initiative and Abdullahi Yuusuf boycotted it while Abdiqasim supported it. Cigaal wanted only Hawiye, Daarood and D&M Govt and IOG made it todays 4.5 so Cigaal later became against it for including Isaaq under the banner of Dir.

Not just them the Hawiye as well they technically had Somalia in their hands but the inability to unite and rule made both of them loose the opportunity. The only thing they had to do was announce it and call for a national meeting.
