A simple GPS system can allow vehicles to by pass checkpoints and increase identification.

It seems if a solutions costs money they Odays would rather hault the economy

Have a private company handle checkpoints and security in Mogadishu.

Government soldiers aren't getting paid, not interested in whether they let a MOAB through or are infiltrated with Shabaab.

A private company would get paid on performance and local businesses would be happy to provide them with extra revenue instead of the incompetent government.

Just 3% of Xamar's GDP could secure the capital while actually help grow the economy at the same time.

They'll actually innovate and if you have multiple companies they could compete on the best service.

This should be done under a open market system instead of government bids.

Let each street block choose which company they'll go with.
