The Somali government is so profoundly corrupt that it's not actually trusted with any of the funds. Most of the funds go through NGOs and inter-governmental organizations who pursue certain pet projects. Most of the money goes to "administrative costs."

Think they also make a pact with whatever local government they're working with and give them a chunk

Ummm, from what I understand, when the U.S decides to give a country a foreign aid, they don't just write you check.

That money is disbursed through all kinds of agencies and Organizations.

For example if there is an outstanding debt we owe to the world bank, IMF, Ethiopia, Kenya, Arabaha, or anyone and anything, that money is subtracted from the aid.

So they might say we receive $400 million in aid, but we probably get 1/10th of that after all the bills are paid.
