The plan should be simple. Create an army shared between the regions, free shabab held territories, nominate a new federal capital(galkayo), and begin building ministries and serving the rest of the country from a new head. As time goes on 99% of somalia will develop, while mogadishu/hargeisa is isolated, both are really just 'rebel policies' centralist/seccessionist. f*ck em, let them rot away.

We shouldn't be held hostage to 2 cities based on tribalism(hargeisa n mogadishu) who's policies only benefit really mogadishu and hargeisa. Federalism benefits all and evens the playing field, they hate even playing field because their tribes are WORRIED. f*ck em. Darfur model their ass. Galkayo the capital of somalia, federal army of all regions and serve all territories wishing for peace and prosperity. People will start to see Somalia as having 1 or 2 failed cities(mog, hargeisa) while the rest are peace loving and developing. The situation however now 1 or 2 cities is ruining it for 100 cities that want peace and development and federalism and even playing fiend.

The message to Mogadishu should be clear. If you don't know how to do federalism properly, we will do federalism from galkayo and displace your capital status. They need real policies not sit n wait and see which is what we tried for years and wasted 8 years from 91-98, we wasted 6 years 2012 till now on the constitution. Let's not go down this track constantly, the longer we wait the harder it gets to resolve somalia. Bold action needed.
