If that's not possible then start a welfare system for the elderly and the poor. Each state has a port and they should take full advantage of it. Well in the west you get child benefits and loans to sustain your family. Ik know a Somali man who came recently and has already 8 kids (several from back home). In the west it's possible to have a big family and live relatively well. You should also bear in mind that those kids will eventually find work if you put them through school. In Somalia where social security is basically non-existent, it's an entirely different story.

Women aren't "pooping out" kids of their own accord, birth control and having a small family is considered taboo lol.

Men are also considered infertile or weak, not virile enough, if they only have a few kids, so so as to not have their masculinity questioned, they seek to have a full fledged football team or two even in poverty. Kismayo port earning some of them goes to Kenya, same Mogadishu port that pays 20% to Ethiopia welcome to the new colonization of Kenya & Ethiopia plus the foreigners workers in Somalia and illegal immgrants in north who took the jobs and increased the poverty rate in our society.

They have children because they can not afford or even get birth control help, plus the poor in third world the children are assets (they worked as children in farms, small labour jobs that bring extra money for the parents, they do not send them to school but to work)

You need to get in tune with reality cause if you don't possess those basic survival instinct then you'll forever be dependent on others, unless you enjoy being a sheeple, that don't have to think or know anything, the state provides.
