US dollars should not be used to pay salaries or goods

Use the local currency in whatever town in Somali regions you're in.

I don't care if you have to bring wheelbarrows of cash to pay for a television.

This is unacceptable. US dollars should have limited circulation.

Fiat currency will become obsolete & pretty soon you will need wheelbarrows just to buy a loaf of bread. See fiat currency is debt based & not backed up by intrinsic wealth such as gold or silver.

Sadly the notes contain forgeries and some are so old that they're falling apart so some shops don't accept them. It's completely unregulated unlike the dollar. This is a top down issue I'm afraid.
