Somaliland still falls under Somalia with regards to the travel warning. That map was made by some random dude with carto.com which separates Somalia and Somaliland.

The man put in Somalia but as the map makes a distinction between Somaliland and Somalia while the US State Dept doesn't, he figured Somaliland didn't have a travel warning. Just a rookie mistake
