I don't think so, VOA probably get that from recent US report about Houthis-Alshabaab alliance against US in the red sea. There was a report stating Houthis will provide arms to Alshabaab

It’s propaganda originating from Rashid Abdi and Guled Waaq to attack SSC a while ago, the US is engaged in the largest and most intense naval battle since WW2 fighting Houthis, they have an incentive to take these rubbish sources to discredit Houthis (oh you claim you’re fighting for palestinians for moral reasons? you’re supporting al shabab to create chaos liar!!).

Even then, the US government has never officially said Houthis and Al Shabab are collaborating in a press release, nor did Houthis say that, nor did Al Shabab.
