• Parliament structure to be re-corrected (removal of ghost clans)
• The flag to be changed to the one of Hiiraan State
• Power Sharing to be split on the basis of region and not clans.
• Hirshabelle name to be replaced by HiiraanShabelle.
There’s a few more things but these are the main ones that are in every current XL elders minds/thoughts
I would have thought capital being changed would be something your elders would bring up? Jowhar being the capital is the main thing I care about, everything else can be negotiated and agreed on. I also like the current flag no need to change it

The capital can be Jowhar, i don’t see a problem with it. Since Abgaal don’t live in Hiiraan but Hawadle live in Middle Shabelle so as a compromise it’s better to keep it in Jowhar. Guudlaawe time is almost up anyways so the capital argument is useless.
The real problem here are the ghost clans they must be eradicated from this state.
The current flag should be changed because no one came up with it, I remember odowaa when he was interior minister pulling it out of his pocket and saying this is Hirshabelle flag. No one even agreed on the name this is just everything the SFG whipped out in late 2016.
Real Statebuilding must happen or else this state will collapse for good.

Capital is far more important than presidency. There is a reason why Waare and Osoble had zero opposition from Abgaal who is complete charge of the towns security and why the state was normal 2016-2020. Whole point of federalism is development and I am for a competent leader transforming Jowhar regardless of his clan.
As for Hirshabelle parliament, it’s a complete joke. The whole state building process was completely rushed hence why we are seeing all these problems.
Until 4.5 exists that’ll come back naturally but I hope we can move past that.
HS issue is Villa Somalia control of ghost clans inside the parliament, If I’m being honest right now Abgaal nor XL neither of them control this state, it was Farmaajo who was controlling it and he used ghost clans in the parliament to take down President Osoble, threaten and blackmail president Waare and install President Guudlaawe. Now it is Hasan Sheekh who controls it.
We don’t want our political future to be decided by Villa Somalia we want to have a independent state that can hold Villa Somalia accountable when it comes to recieving our fair share of developmental aid, projects and funds.
Jowhar needs development, HS has never hosted a SFG meeting ever. That has to change, dhusamareeb which was basically a tuulo few years ago hosted the whole election meeting.. don’t Hirshabelle leaders have any shame?
The biggest problem to Waare and Osoble was Villa Somalia and ghost clans in the parliament. Abgaal were supportive of both presidents.
Shout out to Kheyre that guy transformed GM. Also Qoorqoor has been doing his thing. Being the youngest state and being the closest to xamar means we will be a satellite state for sometime. After proper sit downs, change will come

Also you listed 10 clan federal seats in Bweyne yet Galmudug has the same number of federal clan seats if not more. With those clans being sizeable and some not even Hawiye, yet you say Hiiraan is DIVERSE. You guys just got addicted to mentioning other qabiils and any 5 shack village non existant clan whenever Hawadle is concerned which is what im noticing and pointing out.
Henceforth, Middle Shabelle and Galmudug are diverse as fock. We have to champion the rights of all the marginalised clans there
According to UN population estimate 2014, Hiraan had population of 520k and Middle Shabelle had population of 516k. Similar population despite Hiraan being double the size. 1975 census and 2005 UN estimate Middle Shabelle was larger. Density population map shows East of the river in Middle Shabelle is much more densely populated than East of the river in Hiraan( both are basically solely XL and Abgaal respectively). That’s kind of sad when you realise we are stretched from Xamar to Xaradhere. Hiraan has more clans than Middle Shabelle and that isn’t something you can deny. Just compare the amount of settlements and you’re blown out of the water. All the clans you mentioned either live on the riverbank or west of it.
