I think 'Dhataq' in its original form means 'drop' as in 'roob dhataqle ah', not heavy, but continuous rain drops. Dhataqle, as you rightly pointed out, could also be someone, who just drops words with little, or no care; one could say, in jest, 'Bide Baadi @AbdiFreedom waa dhataqle afku ribadle ah'.
