Providing that they are able to get back into the real-world by finding a job then that should not be a concern.

Wouldn't that encourage criminal's to do more criminal activities? What sort of punishment is that?
Thats what Im thinking what would stop a homeless man from Killing someone if his goal is to get jailed

I seen a similar documentary awhile back. Murderers had 20 years 
They literally live inside an apartment. They had the keys to their cells. If remember, all can leave for the day for school or to visit a family member - it's crazy.
Rehabilitation is fine for non-violent offenders, but for violent offenders - f*ck them.
America is not soft, but in most state, they're calling offenders now "students"

It's not meant to be a punishment and no it doesn't encourage repeat offenders or criminals at all.
The biggest "punishment" is the loss of freedom as you're in jail.
