That level of dependency makes it the third leading recipient of official development assistance (Oda) in the world after war-torn Iraq and Afghanistan. The American organisation Visual Economics says the once-rich oil exporter Iraq tops the list of beggar nations with donations totalling about $9 billion followed by Afghanistan and Tanzania, whose development alms are nearly $4 billion and $3 billion, respectively, according to 2010 figures.

See it's not that bad Iraq and Afghanistan are rich countries but due to corruption the government officials withhold their nation's income in their bank accounts

Most wealthy i don't think so it didnt even come close when Somalia was at its best it barely cracked a billion in GDP while countries like nigeria was doing 24 billion a year, Ethiopia was doing some thing like 11 to 12 billion in GDP a year and this was in 1989 when Somalia was at its best .

Some aid is actually loans. World Bank (originally the rebuilding and development bank) and nations give out loans which must be repaid. Of course dome aid is free but you can't expect billions of free money.
I am saying tomorrow, only Mogadishu should repay the loans since it is the only benefiting from them. It would be unfair to expect puntland or any where else else to fund them.
Also somalia needs public funded projects like somaliland does. Somaliland funded it's biggest road, the burco ceerigabo road, through public donations and fundraising.
