The only risk would be if Ethiopia expands future Agro development upstream that would completely reduce the water table downstream.

Theres massive coal deposits in Somalia that can power everything from north to south. It's just using multiple sources of energy; be it imported from Kenya, Ethiopia, our own dams and inland coal mines.
