This is some or all of the things I expect from the new cabinet. I think they are all doable, add more.

1. Minister of Health: Said Qorsheel.
  • A referral hospital capable of carrying out basic procedures cost free.
2. Minister of Agriculture: Mohamed Abdiqadir.
  • Land reform
  • Free rural land for working it
  • Supporting greenhouses
  • Increasing food security
3. Minister of Youth: Hodan Said.
  • Football grounds in large towns
  • Youth Clubs
  • Libraries (or e-libraries)
  • Access to vocational training
4. Minister of Education: Fuad Ader.
  • Statewide literacy and numeracy program
5. Minister of Justice: Mohamed Abdiwahab.
  • New mega prison like El Salvador
  • Enforcement
6. Minister of Interior: Abdi Said Juha.
  • Carry out democratic elections
7. Minister of Environment: Mohamed Farole.
  • Reduce waste and pollution
  • 1 day a month cleanup movement
  • Create national parks & protected zones
  • The status of wildlife in Puntland
8. Minister of Commerce: Ahmed Shire.
  • Register all Puntland businesses
  • Identify areas for investment (a lot are lacking)

All I will add is for the agriculture industry is to create a nation wide fertile zone registry and begin costing calculation to work out how much it will cost to set up drainage and other agricultural infrastructure. Let's just zone fertile land with fencing even if we can't secure investors just yet as the necessary agricultural infrastructure such as water and drainage are absent.

We have.to remember Rome wasnt built in a day and we need a public holiday dedicated to some regional projects of important priorities like trees. Every year all puntites come out and plant a zone in their tuulo or district with their local govt bIt by bit over 10 years we can reach huge greening milestones.

Ministry of education I will add that juxa did a wonderful job setting up a region wide curriculum and quality controls. Our primary and secondary schooling is good but something needs to be done about universities because their so low quality our students flee to other countries for education. We need another juxa to tackle this area of importance and set up nidaamki so puntland universities are at least same quality as amoud.

We also need to continue expanding schooling facilities to off the road regions and reach high levels of literacy since our largest population segment are off the road they are the most important segment to invest in so our HDI index score increases.

The health ministry they must hang their head in shame. Our health system needs to be gutted and built up from ground zero as we lag behind the rest of the nation in this field.

We need to identify where surgical and specialist facilities will be located in major capitals and where to place referral hospital in tuulo and non state capitals for maximum coverage results. We then need to setup quality controls to make sure its quality hospitals not hospitals in name only.

We need to build a health architecture as our locals flee to overseas for complex problems while our locals use other clan territories for simple health work.

Some of the more important tasks ahead:
5) Justice:
  • Begin forming a functioning justice system manned by proficient legal minds / personnel. It could take no less than 50+ years to install a just jurisprudence, instill equity, and confidence in the public. It is a long term goal. Justice systems and crime, and confidence in government institutions work hand in hand.

11) Ports:
  • Help complete the Garacad port and the GGG road project.

21) Infrastructure:
  • Help complete the Ceel-dahir - Ceerigaabo project.

10) Marine resource:
  • In conjunction with the Planning (17), outline a 50-year plan of developing Blue Economy, esp. marine, infrastructure.

17) Panning:
  • Come up with a 30-year plan of developing:
    • Moderninse livestock and marine resources, with Livestock and Marine
    • Skilled, proficient work force with Labour,
    • Small scale industries with Trade.

I do not expect none shall come to pass with an exception:
  • Juxa at the Interior will deliver democratisation provided Deni does not switch his focus unto the Federal election in two year.

The government has taken a repetitive step of creating a development conference that happens every few years. It will not result in any substantial on the ground change because they are not addressing security, corruption and government authority. Who will China deal with in the end? It has to deal with a lot of different levers of power including tribes instead of a single authority. That's why China stays away from Somalia.
