Fear has a stronger effect on the human mind. I remember reading bout this in some psychology textbook. Just compare humans in times of war vs prosperous times.

Good example of this is Sputnik, when the Russians/Soviets launched the first satellite in earth's orbit Americans became fearful of Russian technological domination. It sparked a space race and technology boom in the subsequent years coming from the American side. Fear tends to kill complacency and instill discipline.

I think you need a balance.

I would say fear and hope.
I read in this Islamic book that we should be balanced between fear and hope. It is like a bird with two wings, one is fear and the other hope and you need both to survive.

Also Allah SWT says that His Mercy outweighs His Wrath and that's some real motivation for us.
