Where do the Fulani come from?

I've seen tons of Bantus from Nigeria or other parts of West Africa mention them, saying they resemble Horn Africans. I googled them and they seem to have a quite unique look from other madows.

To me they don't resemble Horn Africans at all though, but they are clearly distinct from the Bantus. Are they indigenous to West Africa, and are they related to the Niger-Congo people that populate most of the continent?
