Between 2004 and 2010, when those Eastern Euros joined the EU a large number of their young people already left. For example, the Polish population of the UK went from ~100K to over a million in that period. The low hanging fruit has already been taken, the ones left in Eastern Europe now are less likely to migrate. Also, they don't want to disrupt their labor force too much and cause all sorts of tensions.

Basically they have no option but to look for third world immigrants like Syrians.
