Im going with Belgium. They nearly exterminated the Congolese population long before the Holocaust even occurred, yet this whole time, you would think they were a miskiin European country. But you can argue Japan as well. They committed so many atrocities, denied them and then rebranded into a innocent country who gave us anime

Both Belgium and Japan, they've rebranded themselves really well. You'd never think that their governments have been responsible for a lot of crazy stuff. France has changed very little, they're just more secretive post colonialism

It's between Japan and Belgium. Anybody that is remotely aware of colonialism will grasp France's participation. Belgium definitely rebranded very well, but more and more people are aware of it. Japan on the other hand doesn't even enter the conversation when it comes to colonialism.

Japan , their constitution is basically written by Americans . They have been neutralised that’s why there’s a far right wing movement in Japan .
 
Japanese “empire” is exaggerated, they invaded a bunch of low population poor neighbours. But the method and detail in which they committed genocides is beyond savagery.
