Who is the new muscle-man in oil?

With Mogadishu wanting to get the country’s oil exploration back off the ground, the oil and mineral resources ministry has a new boss, Abdirashid Mohamed Ahmed. Appointed at the end of March by new prime minister Hassan Ali Khaire (AEI nº788), himself appointed by the freshly elected president Mohamed Abdullahi Mohamed Farmajo.

Ahmed had worked for the previous administration as minister of trade and industry from November 2015. This position gave him the opportunity to forge ties with investors and foreign governments, contacts that will help him coax oil companies back into the country. The new minister, who replaces Mohamed Mukhtar Ibrahim, is also said to be very close to former head of state Hassan Sheikh Mohamoud.

The previous administration had set the launch of the country's first licensing round for the second quarter of 2017 (AEI 780). Nevertheless, Mogadishu will still have to come up with convincing arguments to encourage oil companies back with piracy still a threat along Somalia’s coastline.

How difficult is it for the Government to hire a group of Geo-scientists, rent or purchase some equipment and create a company that will handle most of the initial exploration first.

Sure the initial stage is risky but the later in the process other larger oil companies come in the more of a cut Somalia could demand.

$10 million a year could pay for the salaries of a 100 oil & gas exploration engineers, scientists and managers.

Let's not be like Nigeria where most of their oil has to be sent abroad to be refined only to have them sell it back to Nigeria after taking most of the profits out of the country.

Or more importantly a set of regulations, that have credibility and organs such as courts to settle disputes.

Do our parliament even put a law proposals that have meaningful following?


Someone more informed might know otherwise but I haven't seen anything concrete from when Faarax Topaz "attempted" to setup the judiciary system.


The legislature doesn't come in for anything that doesn't directly benefit them so it's been mostly to sign in agreements related to federal states or the sale of resources, assets and maids.



Quick question for those more familiar with the progress on Somalia's constitution... have they decided to temporarily stick with the provisional constitution ..


if yes then when do they plan to resume drafting the final constitution?

If not... what or who is preventing them? :umwhat:


Without a proper constitution none of the state institutions carry any weight... nor do the government offices (hence the constant President vs Prime Minister reruns).


Really hope Farmaajo realizes this and starts to work on building a strong foundation for later institutions before cosplaying as a soldier. It only takes a few months to draft a constitution and once you sign it into law you could avoid 90% of future sabotages. :fittytousand:

No deadlines or ultimatums? I know Farmaajo hasn't got the power to demand anything from them but does he have no leverage over them at all?

A bad deal will most likely set us back decades in development because of corrupt agreements between states... which would make business and development difficult or as effective as a South African black enterprise....

A good deal would take longer than it's worth and no deal is not possible at the moment with the central government barely able to hold on to Mogadishu.

1 question: Yes

2 question: Deadline is to finish it before his term ends but even that is optimistic

3: True, but it is better than no deal, a government can't function if it doesn't have rules.

The most powerful members of our people are looking out for themselves and the status quo that they know is preferable to an orderly constitution.

Btw it is already corrupt, HSM is member of Parliament for life and so will every other President be.

Who is this Abdirashid Mohamed Ahmed. Any known affiliations?

I know he was backed by fat boy in the last administration but that doesn't tell me much about him.

Didn't see anything worthwhile coming out of his Ministry during his tenure and now he's in charge of Oil & Mineral resources?

Don't want to draw up any assumptions over his qualifications since he's most likely just a puppet. I'm more interested in the politics behind his appointment and the parties involved.

Isn't Spectrum ASA owned by a Norwegian/ British company?

I'm assuming the previous government hired some Somali geo-scientists (in training?) and then "borrowed" Spectrum's seismic data.

That's definitely a good start but I was hoping that we produce our own data and run our own initial exploration for a number of reasons.

Depending on how corrupt our politicians are they could easily give away exclusive marketing rights of seismic data.


Hopefully the PM isn't in their pockets as well as Farmaajo probably won't go against him if he signs some deals discreetly.

Allegedly, Norway is trying to sabotage Farmaajo before he can build the SNA, so they can do a deal with either Kenya or the traitors in the gov with Norwegian passports. Such as Jawari and Khaire (verdict still out on Khaire, let's see if he can bring any investments into the country as that'll strengthen the country against the foreigners.)

Doubt there are any physical laws preventing us. All we're missing is the funds and permission since the scientists don't even need to be Somali.

You're saying it's politically impossible?
