Its actually the opposite as PL evolved better and quicker once yall start forming your own mamuls, our troops got trained and equipt better with no fear of them going over to sl, tax collection never existed in ssc so districts like Galkayo, bosaso was funding that failed enterprise but stopped when faroole came to power.
