The woman’s attire is appropriate in ‘woman-only’ spaces, not public ones. Similarly, the boys in shorts (1) are not showing their cawraa (navel to knee) apart from a few kids, and (2) even they’re, it’s a beach where it seems that there are no women present. So I wouldn’t compare the two examples that you’ve provided.
 
Somali women are always at the beach but they have to wear those suugo stained jilbabs because it’s ceeb buy the men can take their shirt off and show their awrah

If what those men are doing are wrong than it should be rectified not used a a excuse to fail on both sides

A. Men's awrah is different to women's awrah.

B. It shouldn't be a competition of who can do more haram.

C. Men have themselves to blame for the mentalities of some of these girls. Why do you expect women to hold themselves 'accountable' when society and men at large never hold themselves accountable?

D. Men want women to be conservative and religious, whilst they want the freedom to do whatever they want.

E. Its evident on sspot and its evident in society. Men freely chewing khat, wearing tight jeans, violence, getting away with rape due to clan interference, yet a woman showing a strand of hair is more controversial.

F. If men want women to be mindful and respectful of our traditions and being conservative, they need to start respecting it as well. If not, you'll find more and more girls like the OP who want to excuse haraam and other silliness.
