In UK you ask for a MOT certificate which is a yearly test whether the car is safe and functional. Otherwise you have to take it to a mechanic and get an evaluation.

Yes you should take it to a mechanic to check it for you and also check the car history to make sure it wasn't in accident

Buy from an elderly or a woman. They usually take care of their cars.
Buy a car that has recently been evaluated. Go for German or Japanese cars ( opel, toyota nissan). Never buy an Italian like fiat.
