Dan's require rain water and as we know the rails are unreliable at the moment hence the drought.

Desalination is good to make farms at the coast

Unfortunately we've got a lot of work to do before we can combat drought permanently. As you can see we have a river we can make permanent in the north to use for irrigation and we are a long way from increasing rainfall unless we start reversing the effects of the deforestation that was carried out over the years.
